    Development Challenge Process Gets Green-Light

    After a series of delays, the Development Challenge Process has been approved, and slated to start on July 13, 2009.

    Described as a means of giving New Yorkers a stronger voice in their neighborhood’s development, the new Process gives residents access to plans for proposed buildings and enlargements before construction begins.

    As of July 13, architects and engineers must submit diagrams which indicate the size, scale and details of proposed projects. The diagrams follow a new format – ZD1 – designed for easier reading and understanding by non-professionals. Submitted diagrams will be posted on the web, open for access and to solicit comments.

    The public will be given 45 days to pose a challenge to any proposed development project. Following this, the Borough Commissioner will address any challenge by reviewing construction plans in full.

    For developers, this new Process means adding time and more hurdles to the overall project. It may take longer to get permits to start work, and the post-submission reviews may lead to permit revocation or even stop-work orders. In either case, this means adding further delays and costs.
