New Standpipe and Sprinkler Regulations - Part II
The second wave of Sprinkler and Standpipe safety regulations goes into effect on March 3, 2010. As with last month’s regulations, the new laws – Local Law 58/09 and Local Low 60/09 – are designed as preventative measures that will increase site safety.
Local Law 58/09 introduces Color Coding, and applies to all buildings. There are two parts to the coding – the standpipe and the valve handles. The standpipe coloring appears straightforward, in that all exposed standpipes and sprinkler piping must be painted Red.
Valve handles follow a different Color scheme. Dedicated standpipe valve handles must be painted Red. Combination standpipe valve handles must be painted Yellow. Dedicated sprinkler valve handles must be painted Green.
This Color Coding must be certified, and this certification must be kept on premise at all times.
Local Low 60/09 makes a Permit mandatory for Cutting and Capping of standpipes or sprinklers. Under this permit, a licenses master plumber or master fire suppression piping contractor may perform this work during demolition.
For demolitions or gut rehabilitations, a registered design professional needs a variance to remove damaged or broker sprinklers. The filing must include an explanation of what’s wrong with the system. Process is important here, as this variance must be filed with and approved by the FDNY before filing it with the DOB.
